The center is headed by Rabbi Menachem Goldberg. He carefully individually chooses each of the high-quality writers. The institute is kosher by Rabbi Elyakim Lebanon, Rabbi of Samaria, and also by Rabbi Reuven Uziel, Rabbi of Northern Samaria. This was upon the recommendation of Rabbi Gaon Rabbi Dov Lior.

Tefillin or phylacteries are a set of small black leather boxes with leather straps containing scrolls of parchment inscribed with verses from the Torah.

Inside the tefillin are verses from the Torah that are handwritten by an expert scribe. It takes around 10 to 15 hours to write the verses inserted into one pair of Tefillin. At Kishrey, all stages undergo manual proofreading and computer proofreading. The Tefillin houses are made of high-quality thick leather.
